Our client, a key player in the pharmaceutical manufacturing sector, is in search of a seasoned Utilities & Facilities Manager. This role is pivotal in overseeing the operation, maintenance, and optimisation of essential utility systems and site infrastructure. The manager will be accountable for ensuring a reliable supply of utilities to support production processes, maintaining site facilities, and implementing cost-effective resource utilisation strategies. Furthermore, the position demands adherence to stringent safety, quality, and regulatory standards inherent in a highly regulated manufacturing environment.
 
Key Responsibilities
  • Manage the operation and maintenance of site utilities, including HVAC, electrical systems, boilers, chillers, generators, compressed air, water systems, and UPS systems.
  • Ensure all utilities operate within validated parameters while supporting production continuity and regulatory compliance.
  • Oversee preventive and predictive maintenance programmes to maximise equipment uptime and reliability.
  • Monitor energy usage and implement efficiency and sustainability initiatives across the facility.
  • Maintain and manage all site buildings and infrastructure, including production areas, warehouses, offices, and laboratories.
  • Ensure compliance with cGMP, cGEP, OHS Act, and statutory regulations, while supporting audits, CAPA management, and risk assessments.
  • Manage contractors, service providers, and service level agreements to ensure safe and compliant operations.
  • Lead and develop the utilities and facilities team, ensuring training and competency in line with GMP and operational standards.
  • Manage budgets, cost controls, reporting, and support CAPEX planning for infrastructure and utility upgrades.
 
Minimum Requirements
  • National Diploma or Degree in Electrical, Mechanical, Industrial Engineering, Facilities Management, or related field.
  • Trade Test (Electrical / Mechanical / Millwright)
  • Government Certificate of Competency (GCC) – Factories
  • Professional registration with ECSA
  • Additional certifications in Facilities Management, Energy Management, or Project Management are beneficial.
  • Minimum 5–7 years’ experience managing utilities, facilities, or engineering within a manufacturing or pharmaceutical environment.
  • 3–5 years’ management or supervisory experience.
  • Proven experience managing large utility systems such as HVAC, boilers, purified water systems, compressed air, and waste treatment plants.
  • Experience in contractor and supplier management, preventive maintenance systems, and facilities services.
  • Financial management experience, including budgeting, forecasting, and cost control.
